Bishop Robert E. Williams, a native of Philadelphia, Pennsylvania, is the Senior and Founding Pastor of the Christian Tabernacle Full Gospel Baptist Church of Chesterfield, Virginia. He is also the Founding Pastor of the Christian Tabernacle Full Gospel Baptist Church of Richmond, Virginia. Bishop Williams has held three pastorates and has been instrumental as an advisor and consultant in the successful establishment of twenty other churches spanning from Philadelphia, Pennsylvania to Atlanta, Georgia. Pastor Williams has pursued studies at the Manna Bible Institute, Philadelphia, Pennsylvania and Virginia Commonwealth University, Richmond, Virginia. He holds a Bachelor and Master Degree of Theology from the Fredericksburg Bible Institute/Brown’s Seminary, a Master of Divinity, Doctor of Ministry Degree and an Honorary Doctor of Divinity from the Richmond Virginia Seminary.
Bishop Williams is the former Chairman of the Board of Directors for In-Touch Ministries, a Community Development Corporation; a past President of the Baptist Ministers’ Union of Richmond, and Vicinity. He is an active member of numerous other organizations. Among these are: The Advisory Board of Christian Ministries United (CMU), The Baptist Minister’s Conference of Richmond and Vicinity, the NAACP and the Urban League of Greater Richmond. He is a past president of the Clergy Division of the Shiloh Baptist Association of Virginia, and a past District Overseer and State Director of Christian Education for the Full Gospel Baptist Church Fellowship of Virginia. Presently he serves as the Executive Director of Church Development for Harvest International Alliance of Ministries (HIAM) and Second Assistant to the Presiding Bishop. Bishop Williams is the Presiding Elder of Christian Tabernacle Ministries International.
Bishop Williams has taught and held numerous workshops in the areas of Church Leadership, Church Doctrines, How to Organize and Develop a New Church, Evangelism, Stewardship, the Pentateuch and God’s Plan, For the Ages (End Times). He is formerly a faculty member of the Richmond Virginia Seminary and also serves as the Dean of Students. Bishop Williams’ preaching and teaching ministry has not only carried him across America, but also into Central, West and East Africa. Bishop Williams is a gifted and effective teacher, and administrator.
Regina Ragan, born August 28th, a native of the city of brotherly love, Philadelphia, PA. She is the middle child of five. At the age of 10 Regina’s family packed up and moved to Richmond, Virginia, where she continues to call home.
Regina was educated in the Richmond Public School system and is now seeking her degree in Criminal Justice.
Regina retired from the Virginia Judicial System, where she was a dedicated employee for 23 years. After pursuing other career goals, Regina returned to the workforce in June of 2023 and is currently employed with the Office of the Attorney General as a Legal Secretary III.
In 2021, Regina took on the leadership role of Likeness Performing Arts, after the passing of her sister, Robyn Keels. In December 2023, the Lord directed Regina to expand her entrepreneurial ventures by establishing Likeness PA Corporation. Likeness PA Corporation was developed with the belief that everyone deserves excellent service. “Likeness” was taken from Regina’s late sister, Elder Dottie Griffin Cain, who originally established Likeness Performing Arts. Dottie strived for excellence in every ministry she was a part of or service she provided. It is that very perspective that Regina continues to be driven by.
Regina is a founding member of Christian Tabernacle Baptist Church where she learned as a child that you must help and give where it is needed. “Give, and it will be given to you. A good measure, pressed down, shaken together and running over, will be poured into your lap. For with the measure you use, it will be measured to you.” Luke 6:38.

Dineen Ragan is the second child of five, born to Vincent and Deborah Ragan (McCoy). She is herself the mother of four lovely children and the grandmother of two. Dineen matriculated through the Richmond City School system and graduated with a Business Diploma from Marshall/Walker High school in 1984. After graduation, Dineen went on to further her education at Virginia Union University. She completed her undergraduate studies at Virginia Commonwealth University where she received a Bachelor's in Social Work.
Ms. Ragan is currently employed as a social worker at a skilled nursing facility located in Hopewell, Virginia. Ms. Ragan is also a Notary Public and is licensed by the state of Virginia as a Qualified Mental Health Professional (QMHP). Ms. Ragan spends some of her free time serving as a mentor for the Strategies to Elevate People, STEPS Program, located in the Gilpin Court housing projects. She served on the executive board of The Black Awakening choir of VCU 2019-2021 as well as a board member of Johnson’s Charities. Ms. Ragan is a faithful member of the Christian Tabernacle Baptist Church where she serves as the Director of the Anointed Voices and church treasurer.
Spending time with family and friends is a very important aspect of her life; therefore, whenever possible, you will find Dineen hanging out with them. A thrift store, yard sale or a clearance rack is also another place where you are likely to find her. Giving is her love language and anyone can be a recipient of that love regardless of color, race, socio-economic background, as we are all God's children. Jeremiah 29:11, "For I know the plans I have for you,” declares the LORD, “plans to prosper you and not to harm you, plans to give you hope and a future."
Minister Janice Elizabeth Ragan was born in Philadelphia, PA on March 17, 1964 to Elder Deborah McCoy and Vincent Ragan. Min. Ragan has three children Patriyiah, Ashley, & Michael and eight grandchildren. Min. Ragan matriculated through Richmond Public Schools graduating from Jefferson-Huguenot-Wythe High School in June 1982. Min. Ragan attended J. S. Reynolds Community College where she obtained her Associated Degree in Early Childhood Development May 2003. Janice went on to further her undergraduate studies at Virginia State University where she obtained her Bachelor of Science Degree in Human Ecology May 2006. In May 2019, Janice received her Master’s Degree in Mass Communication from Virginia state University. Min. Ragan is currently employed with Richmond Public Schools as a Family and Consumer Sciences teacher at Huguenot high school.
Minister Janice E. Ragan is a founding member of Christian Tabernacle Baptist Church, South in Richmond, VA where Bishop Robert E. Williams, Sr is the Pastor. She has participated in several different ministries through her membership with CTBC. Presently, she is a member of the Anointed Voices music ministry. Min. Ragan loves to learn about the Word of God as well help others do the same.
